EN 301 549: EU Digital Accessibility Standard
EN 301 549 is the European standard that defines technical accessibility requirements for ICT products and services. If your digital service is subject to the EAA or Web Accessibility Directive, conforming to EN 301 549 is the clearest path to compliance.
EN 301 549 Requirements for ICT Products and Services
EN 301 549, formally titled Accessibility Requirements for ICT Products and Services, was first published in February 2014 by CEN, CENELEC, and ETSI to establish a single, harmonized technical framework for ICT accessibility across the EU.
The current version is V3.2.1, published in March 2021 and cited in the Official Journal of the EU on 18 August 2021. It incorporates WCAG 2.1 Level AA as its technical baseline for web content and extends requirements to non-web software, documents, hardware, and telecommunications.
Version 4.1.1, expected to incorporate WCAG 2.2, is in development with a draft published in November 2025.
βEN 301 549 is best understood as WCAG plus everything else. It takes the web accessibility principles most organizations already know and extends them to cover the full spectrum of ICT β documents, mobile apps, hardware, telecommunications, and support services.β
The Structure of EN 301 549
